No consent required from employees: Lists of employees who will require an exit permit

Qatar MoI has recently brought a major policy change to put an end to exit permits through which expat workers can exit the country without obtaining an exit permit from the employer. The Ministry of Interior (MoI) and the Ministry of Administrative Development, Labour and Social Affairs (MADLSA) have recently called on all private companies and employers to prepare for the implementation of the amendment of the law regulating entry, exit and residency of the expatriates.

The Employer has the complete right to choose 5% of employees who will need to avail an exit permit from the company to leave the country. They do not have to get any consent or confirmation by the employees to include them in the list as confirmed by The Ministry of Administrative Development, Labour and Social Affairs (MADLSA) 

The workers’ approval for placing five percent employees on exit permit lists is not required as it is the right of the employers,” Mohammed Ali Al Meer, Director of Labour Inspection Department at the Ministry of Administrative Development, Labour and Social Affairs said. He also asked the companies to respect new amendment and know that the workers now do not need exit permit but “they should also develop their work systems to avoid any problems by workers”. “In case, any worker commits any violation of law and is not in the list of employees who need prior approval of exit permit, the employers must report about him to authorities concerned to ban him from traveling,” he said. From today, The Ministry of Administrative Development, Labour and Social Affairs (MADLSA) will accept requests seeking the list of 5% of employees from the private firms.
